Captain - Joseph FloranceCaptain Joseph Florance began his law enforcement career with the Rockwall Police Department in April 2003. At the rank of Police Officer he was assigned to Patrol, Traffic, SWAT, Negotiations, and the Field Training Program. He promoted to Sergeant in 2012 and supervised a Patrol Unit while holding a secondary position as the Field Training Coordinator before transferring to the Traffic Unit. As a Lieutenant, he was assigned to every division in the police department. Captain Florance currently oversees the operations and activities of the Patrol Division. He holds a Master Peace Officer’s License, has a Bachelor’s Degree in Criminal Justice Administration, and a Master’s Degree in Human Resources Management from Tarleton State University. Captain Florance is a graduate of the Institute for Law Enforcement Administration’s (ILEA) Command College and School of Police Supervision and is a graduate of the Police Executive Research Forum’s Senior Management Institute for Police.

Lieutenant Bryan GarrettLieutenant Garrett began his law enforcement career with the Rockwall Police Department in 1995. During his tenure with the department, he has served as a Patrol Officer, Field Training Officer, Accident Investigator and School Resource Officer.

In 2001, he was promoted to the rank of Sergeant and supervised Patrol and the Field Training Program. In 2007, he was promoted to the rank of Lieutenant and has served as Division Commander in Patrol, Administrative Services and the Criminal Investigation Division. He has also served as a project manager for the TPCA recognition program.

Lieutenant Garrett currently oversees the operations in the Patrol and Community Services Division. Lieutenant Garrett earned a Bachelor’s of Science Degree in Criminal Justice from East Texas State University. In addition, Lieutenant Garrett holds a Master Peace Officer Certification and is a graduate of the Institute for Law Enforcement Administration Command College (ILEA) and School of Police Supervision. He is also a recipient of the FBI LEEDA (Law Enforcement Executive Development Association) Trilogy Award.

Lieutenant Aaron McGrewLieutenant Aaron McGrew began his law enforcement career with the Rockwall Police Department in January of 2002 after graduating from Texas A&M University, Commerce with a degree in Business Administration.

During three years in the patrol division, he became a Field Trainer and was bestowed the award of Officer of the Year in 2004. In 2005, he transferred to the Criminal Investigation Division as a Financial Crimes Detective. In 2007, he promoted to the rank of Sergeant and served in that capacity for almost twelve years in the Patrol Division, Traffic Division, and Criminal Investigation Division.  In May of 2020, he was promoted to the rank of Lieutenant and is currently assigned to the Criminal Investigation Division.

Lieutenant Dennis RayLieutenant Dennis Ray began his law enforcement career with the Rockwall Police Department in 1997. He began his career in the Patrol Division where he held the role of Officer in Charge (OIC) and Field Training Officer (FTO). In 2003, he became a K-9 Handler and assisted patrol officers with narcotics detection, criminal apprehension, and tracking with his canine partner.

In 2005, he transferred to the Criminal Investigation Division as a Property Crimes Detective. In 2007, he promoted to the rank of Sergeant and served in that capacity for over 16 years. As a Sergeant, he served on the SWAT Team and held supervisory roles in the Patrol Division, Administrative Services Division, and Criminal Investigation Division. In January of 2024 he promoted to the rank of Lieutenant and is currently assigned to the Administrative Services Division.

Lieutenant Ray holds a Master Peace Officer’s License and Instructor’s Certificate through the Texas Commission of Law Enforcement (TCOLE). Lieutenant Ray has a Bachelor’s Degree in Criminal Justice/Police Science from Sam Houston State University and graduated the Institute for Law Enforcement Administration School of Police Supervision.

Lieutenant Michael NolandLieutenant Michael Noland began his law enforcement career in 2005 with the Rockwall County Detention Center where he held the roles of Detention Officer, Corporal, and Sergeant. Lieutenant Noland joined the Rockwall Police Department in August of 2011 as a Patrol Officer. During his time in Patrol, he served as a Field Training Officer and Officer in Charge. In 2017, he was promoted to the rank of Sergeant where he supervised a Patrol Unit and the Field Training Program before transferring to the Narcotics Unit.

Lieutenant Noland is currently a division commander in Patrol. He earned a Bachelor’s Degree in Criminal Justice from Texas A&M University and holds a Master Peace Officer’s License. Lieutenant Noland is a graduate of the Institute of Law Enforcement Administration’s School of Police Supervision and a recipient of the FBI LEEDA Trilogy Award.

Lieutenant Jeff LutesLieutenant Jeff Lutes began his law enforcement career with the Rockwall Police Department in June 2010. He started with the Patrol Division and transferred to the Deployment Unit in 2016. As an officer, he held secondary positions as a Field Training Officer and SWAT Team Operator. He was promoted to the rank of Sergeant in January of 2018 and supervised the Patrol Division before transferring to the Narcotics Unit.

As a Sergeant, he continued to serve on the SWAT Team and provided leadership over the Small Unmanned Aerial Systems Unit. Lieutenant Lutes currently oversees the Patrol Division and serves as the Commander of the SWAT Team.

Lieutenant Lutes earned a Bachelor’s Degree from Oklahoma Baptist University and a Master of Business Administration degree through Louisiana State University-Shreveport. Lt. Lutes holds a Master Peace Officer’s License and is a graduate of the Institute for Law Enforcement Administration’s School of Police Supervision and School of Executive Leadership.
